Ballots with physical damage are sent to ballot duplication teams comprised of two staff members who will manually duplicate the voter’s markings onto a new ballot. Ballot duplication uses tracking numbers and quality assurance checks to ensure accuracy and transparency. Batches of ballots ready for scanning are moved on to the next step in the process. Opening the envelopes, extracting the ballots, and preparing them for scanning is one of the most labor-intensive steps in the process. Yolo County Elections operates two ballot extraction machines from the OPEX Corporation.
Your voting rights are automatically restored when you are granted parole, sentenced to probation, or successfully complete your term of incarceration. You are eligible to register and vote if you are detained and awaiting trial and have not yet been convicted of a felony.
Using the FPCA ensures that your state will send your ballot to you at least 45 days before the election — a protection not guaranteed when using other forms. Check your voter registration deadline for the next election based on your state. For the General Election, it’s best to send in the FPCA by August 1. Your ballot packet is returned to our office where a mail sorting machine scans the barcode for your information and takes a picture of the signature on the envelope. This signature will then be used in the verification process. As a Voting Assistance Officer, you take the time and make the effort to ensure your military and overseas voters can cast their ballots successfully — from all over the world. Yolo County Elections operates the Hart InterCivic Verity voting equipment to scan the ballots, front and back. All components of the Verity system are stand-alone and not connected to the internet or even the county’s computer network.
The voter can check that the ballot was received by contacting their election office. The voter completes the ballot and sends it back to the election office by the deadline. Once ballots are scanned, a ballot “adjudication” team of two reviews all questionable marks to ensure votes are counted as the voter intended. Yolo County uses the California Use Procedures for the Verity System and the California Secretary of State’s manual for determining voter intent (Uniform Vote Counting Standards). First, the OPEX machine cuts the VBM return envelope and uses a little suction of air to OPen the envelope, allowing a team member to EXtract the voted ballot.
This is the moment in which the voter’s identity is forever severed from the ballot and voting selections. Then, the ballot’s next pass through the Agilis takes place after the signature on the envelope has been verified or challenged. Verified ballot envelopes are sorted in voting precinct consolidation groups and stored for opening. Challenged ballot envelopes are held in secure storage, not to be counted unless and until the challenge has been resolved and the signature verified. You will be given a ballot paper which has details of how to vote and the voting options for the poll or referendum. The Election Director oversees the securing of polling places, hires and trains poll workers, conducts logic and accuracy testing on the equipment and tabulates the votes. It’s tradition for some small towns in New Hampshire, such as Dixville Notch and Millsfield, to open their polls at 12 a.m. ET on Election Day and report their results as soon as voters have finished casting their ballots – long before New Hampshire releases statewide results.
